The PEBA of the Pinacoteca Nazionale di Bologna (PNB) is a three-year program that aims to improve the accessibility and usability of internal and external spaces, ensuring full usability for all users. It is divided into 6 sections, each divided into 24 chapters, for a total of 182 actions/projects, in accordance with the requirements of Annex 1 of the "Guidelines for overcoming architectural barriers in places of culture" of the Ministry of Culture (D.D. Rep. N. 582 of 27/6/2017). Below we summarize the results of the analyses and the proposals relating to the sections and chapters of the plan, referring to the in-depth information in the specific sheets of the PEBA actions/projects.
The plan is divided into the following phases:
-
Reconnaissance of the current situation and analysis of critical issues.
Interventions for the elimination of architectural and cognitive barriers.
-
Quantification of interventions.
-
Three-year planning of interventions.
Monitoring and ongoing and final evaluations will be carried out directly within the PNB, with the involvement of trade associations and the appointment of an “accessibility referent”.
PEBA assessments and intervention actions concern various aspects of cognitive, sensorial and motor accessibility, starting from the first “virtual” access via the PNB website to evaluate the communicative quality of the museum content. Simple languages, clear symbols and subtitled videos will be used, ensuring an information point accessible remotely. Instructions will be provided on how to physically reach the museum with personal and public transport, ensuring continuous accessible routes, adequate urban signage, taxi parking areas and dedicated parking.
Within the museum, PEBA analyzes, evaluates and proposes solutions regarding routes, signage, staff training and awareness, the creation of calm spaces, inclusive educational programs, the digitization of content and mechanisms for collecting user feedback. Collaboration with local trade organizations and periodic verification of the effectiveness of the measures adopted are also planned.
To facilitate the use of the plan, it was decided to carry out the criticality analysis activities and the solution proposals in parallel. By scrupulously following the actions provided for by the Guidelines, the criticalities detected and the solutions to eliminate them are collected in specific sheets.
The sheets follow the order of the actions foreseen by the Guidelines, combining critical issues and solutions in order to offer a complete picture of the problems and interventions. Each sheet also includes a summary estimate of the costs and an implementation forecast based on the urgency of the intervention in the three-year PEBA program.
To facilitate the identification of interventions in the PNB spaces, the references to the cards are collected in tables referring to the different floors of the building. The critical issues and solutions are correlated in relation to the type and degree of accessibility, and collected in tables divided for the different levels of the building. The PEBA tables locate critical issues and solutions through two reading registers:
Qualify the overall level of accessibility in relation to the type of disability pre and post intervention.
-
Quantify and plan interventions by priority within the three-year plan.
